From the information online, LINK HERE, it is unclear whether this course will be open to participants outside the district. It may be a thing of the past, but WESELPA had, at one time, allowed non-priority participation (careful, rumor has it you might be bumped for a district participant even after payment). Maybe if all interested parties give them a call they might open future courses up to a wider audience...?!
